Remembering Dora Siliya

I found myself reading the Dora Siliya Tribunal Findings and this wonderful assessment by Transparency International. It is remarkable that Zambians tolerate the fact that a Minister can be found in breach of so many things and be reinstated because she did not apparently "breach the constitution".
